Having dedicated, inspiring people in the right place in the organisation is one of our most important beliefs. This is how our organisation is structured, within all layers of the company. Ballast Nedam's management board consists of a Board of Management and a Supervisory Board. 

Composition of the Board of Management

Atilla Kemal Sağlam

CEO Ballast Nedam

Mr Sağlam was born in 1978. He is a Turkish national and resident of the Netherlands. Mr Sağlam was appointed Chief Executive Officer of Ballast Nedam’s Construction division as of 1 September 2019 and Chief Executive Officer of Ballast Nedam as of 7 August 2020. Mr Sağlam is a Director A of Ballast Nedam N.V.

He is responsible for the operations the business units within Ballast Nedam Construction, Ballast Nedam Concessions, the organisation of several departments as well as the establishment of new markets in line with Ballast Nedam’s strategy.

Mr Sağlam joined Rönesans Holding in 2008 and worked in various positions within Renaissance Construction Russia until 2013. After that, he held positions within Rönesans Energy as well as Rönesans Holding corporate departments in Turkey. Before his position at Ballast Nedam, he was CEO and board member of Rönesans Healthcare Facilities Management Company and a board member of Heitkamp Ingenieur und Kraftwerksbau GmbH. He is an electrical-electronics engineer, graduated from the Middle East Technical University in 1999, and completed his MBA in 2001.

Sander Lefevre

Member of the Board of Management Ballast Nedam

As a member of the Board of Management of Ballast Nedam, Mr Sander Lefevre primarily focuses on infrastructure activities and he is responsible for the division Concessions. He is a Director A of Ballast Nedam N.V.

Mr Lefevre was born in 1973 and is a Dutch national. He has held several management positions within Ballast Nedam since 2006, including Director of Ballast Nedam Infra. After completing his education at the Delft University of Technology, Mr Lefevre began his career in 1998 as a project manager at Royal Haskoning DHV.

Olav Padberg

Member of the Board of Management Ballast Nedam

Within the Board of Management, Mr Olav Padberg is responsible for the prefab concrete factories as well as the insurance, compliance and legal departments for Ballast Nedam as a whole. 

Mr Padberg is a Director A of Ballast Nedam N.V. He started his career at Ballast Nedam in 2007. In 2011, he was appointed Legal Director of Ballast Nedam and Compliance Officer of the Ballast Nedam Pension Fund. Mr Padberg received his master's degree in law from the Erasmus University of Rotterdam.

Hayrettin Koçak

Member of the Board of Management and CFO Ballast Nedam

Mr Hayrettin Koçak was born in 1981. He is a Turkish national and resident of the Netherlands. Mr Koçak was appointed Chief Financial Officer (CFO) on 2 January 2017. Mr Koçak is a Director B of Ballast Nedam N.V.

Mr Koçak focuses on finance matters insofar as they relate to Ballast Nedam as a whole, with the financial control, financial services and internal audit departments reporting to him. He is also responsible for Ballast Nedam Development.

Before joining Ballast Nedam, he was the CFO of Renaissance Construction Russia. He received his degree in economics from the Middle East Technical University in Ankara in 2004.

Eric van Zuthem

Member of the Board of Management Ballast Nedam

Mr Eric van Zuthem was born in 1968. He is a Dutch national. Within the Board of Management, Mr van Zuthem is responsible for the business units Building Projects, International and Park & Connect within Ballast Nedam. He is a director A of Ballast Nedam N.V.

He completed his civil engineering degree from the University of New Hampshire, USA.  Before joining Ballast Nedam, Mr Van Zuthem was a member of the Management Board of Royal BAM Group and the CEO of BAM International. He was appointed to the Board of Management for an indefinite term of office as of 10 January 2022.

The basis of a seamless and flexible organisation lies in internal processes. This way, we safeguard the efficiency and effectiveness of our organisation, with the aim to add value to our clients and partners.

Martijn Smitt

Executive Director Ballast Nedam Shared and Technical services

Mr Martijn Smitt is Executive Director within Ballast Nedam's management team. In this position he is responsible for a wide range of our Technical and Shared Services. These include Safety, Sustainability, CSR, Marketing & Communication, Quality, ICT, Digital Transformation & Innovation, Research and Environmental consultancy. He is also responsible for Ballast Nedam Materieel (Equipment).

Driven by his passion, Mr Smitt has been involved in numerous multidisciplinary international construction projects for over two decades. He is one of the few experts in the world who has the knowledge of how to combine the complex immersion technology with the dynamics involved in the immersion process. With his expertise, he contributes to the growth and development of Ballast Nedam's tunnel activities.

Mr Smitt started his career at Ballast Nedam in 2018. After graduating from Delft University of Technology, he started his construction career in 1993, working on a large number of Dutch and international infrastructure projects.

Composition of the Supervisory Board

The Supervisory Board supervises the policy and current affairs of the Board of Management and has an advisory role. The Supervisory Board has an eye for the interests of Ballast Nedam N.V. and the related company.
