Ballast Nedam achieves strong growth and demonstrates entrepreneurship in complex projects
Ballast Nedam delivered another strong year in 2025. Revenue increased from €1,232.6 million to €1,638.3 million, while EBITDA reached €104.6 million (2024: €91.5 million). The order book now stands at €3.7 billion. These results underline the strength of the company: distinctive projects, technical excellence and entrepreneurship, both in the Netherlands and internationally.
This growth is the result of the careful selection and diligent execution of projects that carry clear societal value. Ballast Nedam continues to demonstrate that demanding challenges can be converted to tangible achievements through solution oriented thinking and close collaboration with stakeholders.

In the Netherlands, Ballast Nedam is working on complex construction and infrastructure projects where sustainability and technical complexity come together. A notable example is Waldorp Four in The Hague: four high residential towers built on an extremely narrow strip between the railway and existing buildings. Through innovative construction methods, modular solutions and intensive coordination with stakeholders, a project once considered nearly unfeasible is now becoming reality. These types of projects are characteristic of Ballast Nedam’s approach: building with attention to sustainability, quality of life and the surrounding environment - and always driven by the question of how it can be done.

In Iraq, a team of Ballast Nedam contributed to a key logistics and transportation corridor by constructing an immersed tunnel. On Saba, we are building a storm resistant harbour that will better protect the island against extreme weather and the effects of climate change.

Since January 2026, Ballast Nedam’s Board of Management has been chaired by Eric van Zuthem who succeeded Kemal Sağlam. Ballast Nedam continues to build on the established strategy, maintaining a strong focus on sustainable growth, technical excellence and collaboration.

Recent developments and achievements
- CO₂ intensity in the Netherlands for scope 1 & 2 decreased from 8.2 tonnes CO₂ in 2024 to 6.1 tonnes equivalents CO₂ per €1 million revenue ( 26%).
This reduction was primarily achieved through a combination of growth in revenues and further electrification of our vehicle fleet and investments in zero emission equipment. We are applying lessons learned in the Netherlands to advance sustainability abroad as well. - Further improvement in safety performance: The incidents frequency and the number of days lost due to an incident has substantially decreased in 2025, reflecting our increased focus on High-Potential incidents. To sustain this downward trend, we will continue to use Incident Review Panels to analyze incidents and drive improvements in safety performance.
- Waldorp Four, The Hague: Start of construction of one of the tallest and largest modular housing projects in the Netherlands; while foundations are being built on site, the first test units are already coming off the production line in the factory.
- MIX Amsterdam: Realization of a mixed use development with 528 apartments, integrated parking facilities and amenities for living, working, shopping and meeting.
- Eleven Square, Amsterdam: Start of construction of a major inner city mixed use development including the tallest residential tower in Amsterdam Zuid-Oost.
- Cartesius, Utrecht: Progress on a large sustainable urban development including approximately 3,000 homes, a park, schools, a supermarket and leisure facilities.
- Completion of the restoration of the Vief Köp bastion and wall in Maastricht and progress on the restoration of Fort Sint Michiel in Venlo.
- A27 Houten–Hooipolder Zuid: Ongoing works including signing of the first two phase certificate and successful placement of a 120 metre prefab tunnel section in a single weekend.
- PTZ1 - Tunnel Renovation Programme Zuid Holland: Start of renovation works at the Noordtunnel as part of a portfolio of up to three tunnels aimed at strengthening the reliability of national infrastructure.
- A73 tunnels: Completion of renovation works and transition to the maintenance phase, with focus on safety and continuity.
- Regional infrastructure projects: Major maintenance A15 and A27, site preparation and infrastructure for Green Park (Aalsmeer) and Wickevoort (Haarlemmermeer), reconstruction of Veulenseweg (Venray), Oudheuzenweg (Zuidplas), Mierloseweg (Someren) and public space improvements at Tongelreep (Eindhoven).
- In 2025, Ballast Nedam sold Van Leeuwen Verankeringen and Ballast Nedam Funderingstechnieken to Hakkers.
- Ballast Nedam is transferring the shareholding of Ballast Nedam Development to a company of its ultimate shareholder on market terms. Ballast Nedam will continue to carry out its construction and development activities at a regional level through its regional construction companies.
- Ballast Nedam International is constructing the Kokshetau Hospital in Kazakhstan with 630 beds and the capacity to treat 500 outpatients per day. Completion is scheduled for 2026.
- In Türkiye, Ballast Nedam International is constructing a Propane Dehydrogenation and Polypropylene production plant, including terminal and storage facilities, with completion planned for 2026.
- Germany: For the German LNG Terminal Brunsbüttel project, the monopiles for the foundations were completed.
- Caribbean: Start of preparatory works on St Eustatius focused on coastal protection and harbour functionality.
- United Kingdom: Successful delivery of MRI facilities at Andover and King’s College Hospital.
- Conakry, Guinea: Progress on the Five Steel Bridges project, aimed at improving accessibility and regional connectivity; completion planned for 2026.
- Basra, Iraq: After two years of preparation, ten tunnel elements were immersed and the closure joint successfully completed for the Khor al Zubair immersed tunnel - part of the route connecting the new AlFaw port to Iraq’s road network towards Europe.
