Ballast Nedam International Projects signs construction contract for Black Rocks Harbor on Saba

After an intensive tender process, the Public Entity Saba and Ballast Nedam International Projects reached an historic milestone on 8th October. In The Hague, both parties signed the construction contract for the new Black Rocks Harbor.


Commissioner of Finance and Infrastructure, Bruce Zagers, signed on behalf of the Saba government, whilst Eric van Zuthem signed on behalf of the Board of Directors of Ballast Nedam. Among the guests were the Director-General of Kingdom Relations Roald Lapperre from the Ministry of the Interior and Kingdom Relations and Deputy Director-General of Aviation and Maritime Affairs Brigit Gijsbers from the Ministry of Infrastructure and Water Management. Also present were Members of Parliament Peter van Haasen and Raoul White, as well as involved project team members and ministry staff.

Hurricane-resistant

The Black Rocks Project began as a renovation project following hurricanes Irma and Maria in 2017. With the construction contract now signed, the next steps are being taken. The new harbor will play a crucial role in improving the island’s accessibility and supporting economic development.

The existing Fort Bay Harbor will remain the primary cargo port, whilst Black Rocks Harbor will accommodate all other harbor users. Commissioner Zagers commented: “The separation of cargo and small maritime activities will improve maritime safety, and the new harbor will become an attractive and tourist-friendly port of call. Additionally, the new harbor will provide a resilient alternative docking site for cargo ships in the event that Fort Bay Harbor is damaged or becomes inaccessible due to the impact of tropical storms or hurricanes, ensuring food security.”


Impactful project

During the signing ceremony, the importance and necessity of this significant project for Saba were emphasised. Commissioner Zagers stated: “This project is more than just building a new, hurricane- and future-proof harbor for Saba. It is an example of when individuals, civil servants, and politicians are truly motivated to recognise a need and then work tirelessly to achieve it.”


Harbor with history

Ballast Nedam International Projects is proud to realise this crucial and challenging project together with the Saba government. We are pleased to contribute, utilizing our marine and hydraulic engineering capabilities and international expertise in support of this endeavour. Moreover, a piece of history makes our participation in this project extra special, as emphasised by Eric van Zuthem: “Ballast Nedam built the original harbor back in 1971-1972, and now we are back to build the new harbor. It is an absolute honor to contribute to this significant project that means so much for the accessibility, safety, and economic development of the island.”

Preparation and design works start immediately and the maritime works on site are scheduled to commence after the hurricane season of 2025, with completion expected in December 2026.
