Black Rocks Harbour: a new, safe gateway to Saba

Better protection against extreme weather conditions and improved maritime accessibility

On the Caribbean island of Saba, Ballast Nedam is constructing the new Black Rocks Harbour. This project is being carried out on behalf of the Public Entity of Saba and marks an important step in the development of the island’s maritime infrastructure. Whilst the project originally began as a renovation following the damage caused by hurricanes Irma and Maria in 2017, it has since evolved into the construction of an entirely new harbour.

Maritime links

The new harbour is essential for Saba. The island is heavily reliant on maritime links for the supply of goods and for accessibility. The construction of Black Rocks Harbour is aimed at:

  • A safe and reliable harbour
  • Resilience to extreme weather conditions, such as hurricanes
  • A future-proof infrastructure for residents and the economy

The harbour is also being developed as a key gateway for visitors and will accommodate, amongst other things, ferry services, yachts, diving schools and the local fishing industry. In this way, the project contributes to both the island’s accessibility and its economic development.

Our role

Ballast Nedam is responsible for carrying out the marine works. Drawing on our experience in hydraulic engineering and international projects, we are working on a solution that takes into account the specific circumstances of the island and the sea conditions.

Works

The works include, amongst other things:

  • The construction of a breakwater to protect the harbour from severe sea conditions and hurricane-force waves
  • Dredging works in support of the harbour development
  • The construction of harbour infrastructure, such as jetties and facilities for the marina
  • The use of heavy concrete elements (Xblocs) for coastal protection and stability

For the construction of the breakwater, large concrete elements are being produced on Sint Eustatius and transported to Saba, amongst other things.

In progress

Construction of Black Rocks Harbour is currently underway and has reached a visible stage. At present, the focus is on the construction of the breakwater, a crucial element in the harbour’s protection. At the same time, work is continuing on the further development of the harbour infrastructure. Completion of the key maritime components is scheduled for December 2026.
